[Vanguard] Lagos -- It was a black Monday in Lagos yesterday, as a 21-storey building under construction on Gerard Road, Ikoyi, Lagos , collapsed, burying an unspecified number of persons under the rubble.

[Daily Trust] Gbolahan Oki, general manager of the Lagos State Building Control Agency (LASBCA), has disclosed that the owner of the collapsed 21-storey building in Ikoyi, was given approval to construct only 15 floors.
